Many federal judges receive free rooms and subsidized travel to luxury resorts for legal conferences. NPR found that dozens of judges did not fully disclose the perks they got.
The new rules are also aimed at shutting down the churches "envelope" culture — requiring a limit on the value of gifts that cardinals and managers can receive.
"The president has a complicated report and he's been focused on addressing the coronavirus crisis and other matters," a White House official says, explaining the delay in the annual disclosure.
