1. Russia added 500 Americans to a sanctions list.

• Among those listed are Georgia Secretary of State Brad Raffensperger and former Atlanta Mayor Keisha Lance Bottoms.
• The New York Times notes those listed are largely critics of former president Donald Trump.

2. Gov. Brian Kemp met with Israeli Prime Minister Benjamin Netanyahu.

• The governor's delegation met with business leaders on a weeklong economic development retreat. He also discussed an antisemitism bill with the embattled Netanyahu.

3. Debt ceiling talks continue after a shaky weekend.

• With a likely deadline of June 1, President Biden and House Speaker Kevin McCarthy are continuing negotiations. They'll likely meet today.
• Republicans want large portions of funding for policies struck, like benefits with fewer work requirements and portions of the Inflation Reduction Act.

4. Sen. Tim Scott will announce his candidacy for president.

• Scott is the only Black Republican in the Senate. He's got the support of his fellow high-ranking senator, Sen. John Thune. He'll join a crowded field of hopefuls squaring up against Donald Trump for the Republican ticket.
• He'll also face fellow South Carolinian Nikki Haley. The former governor made her announcement earlier this year.
