Child Welfare Director Says Agency "Missed the Signs"

The state child welfare director says his agency "missed the signs" before a 6-year-old was beaten to death by his mother's boyfriend.
Mark Washington said that the Division of Family and Children Services responded to four prior complaints regarding trouble in Bryan Guzman-Moreno's Forsyth County home. Police say the mother's boyfriend, 20-year-old Eder Acosta of Cumming, beat the boy to death Thursday. Washington admitted his agency missed asking the right questions, using the right specialists and making right decision at the right time.
Acosta was arrested Saturday and charged in Bryan's death.
